Departures Register - track scope departures before they become variations

A new register in the Commercial module to log every departure from contracted scope as it surfaces on site, with estimated exposure and status. When a departure firms up, convert it to a head contract or subcontract variation with a persistent link back to the original entry, and feed it into the Risk and Opportunity view in cost forecasting. No more departures living in spreadsheets until they become a dispute.
