Subcontractor claims: certify once, everything else follows

Every month, on every live project, every subcontractor sends a claim. Until now that claim crossed six systems and three sets of hands before anyone got paid, with the contract administrator (CA) holding it all together. This release makes it one record - KAI reads the claim on arrival, the CA certifies it, and approval does the rest. Certification is the only judgement in the chain, and the only step we have left alone. Most of what shipped here came from you telling us where the claim process actually hurt, and in several cases showing us the spreadsheet. Thank you. Keep it coming, because it works.
